So after much reflection here is what I think of the Shirudan Hierarchy:
the Khogun Shirudo>The Nobles>The Armed Forces>The Priesthood.
This all changed in 1810rt, or 2010 in the Khogun Calendar. Why? Because of the Great war. By this year, almost all of the shirudan nobility are dead. They primarily served as commanders of either the Grand Army or the Navy. Only their children remained but they were not of age. What did the Khogun do?
The Khogun Hathor Shirudo had the Khokkunate Intelligence Office(KIO) find suitable candidates and gather all that the information about them. There were many factors and even peasants were asked for their preference. Most of the chosen ones were part of the Grand Army or the Navy, there were few Civilian leaders and some from Hesse. The Candidates were then screened by the reformed and revitalized Priesthood. After this, the list of approved candidates was sent to the Khogun who would then pass final judgment and appointment. There was to be 8 Appointed Governors, 1 for each major Province/former Shogunate. The Nobles did not like this of course and tried to rebel but their plot was foiled by KIO. Hence the Hierarchy now is:
The Khogun>The Appointed Governors>The Armed Forces>The Priesthood.
Should the Royal Family ascend to the Sun, overall leadership of the Khokkunate will fall to the Director of KIO and will remain so until such time that a suitable candidate from the noble families be found or one who the Priesthood deems worthy of the name of Shirudo.
